About the Building Inspection Department

The City of Cullman Building Inspection Department provides for the safety of the public through the enforcement of City of Cullman construction codes. Chief Building Official is Mr. Rick Fulmer. The Building Inspection Department is located in the municipal building across from Cullman City Hall.

This department issues and tracks all permits for building, plumbing, HVAC, electrical work, and signage to be performed within the City of Cullman. Inspections are also performed on all construction within the City of Cullman to determine compliance with the applicable codes. This department also serves as the contact for all planning and zoning matters, including plans review, setbacks, property lines, easements, annexations and so forth. This office also assists with the enforcement of the nuisance ordinance. The following is a list of some of the specific duties and responsibilities of this department:

- Performs field inspections to determine compliance with the applicable codes.

- Reviews projects and drafting plans to determine compliance with the applicable codes.

- Inspects work performed to determine compliance with the applicable codes.

- Issues and tracks permits for building, plumbing, HVAC, electrical work, and signage to be performed in Cullman.

- Provides information regarding the Board of Zoning Adjustment & Appeals.

- Enforces the Zoning Ordinance of the City of Cullman. Zoning Map

- Provides information regarding the City of Cullman Planning Commission.

- Enforces the Subdivision Regulations of the City of Cullman.

- Provides information regarding the Construction Board of Adjustment & Appeals.

- Provides flood zone, flood plain and flood damage prevention information.

- Maintains and provides geographic information.

- Issues Certificates of Occupancy.

Procedures for New Construction

The following are simplified steps you should take when building a new structure or performing work on an existing building in the City of Cullman. The following information is provided as a general guideline only. Other rules and procedures may apply. Always contact the Building Inspection Department for rules specific to the type of work you plan to do.

  • If you will be hiring a contractor you should verify that he is licensed with the City of Cullman by calling the Office of the City Clerk at (256) 775-7109. You should also check with the Cullman County Tax/Revenue Enforcement Office to verify that he is licensed with the County and the State, if he is required to be. You may also act as your own general contractor in some cases. 

  • A building permit must be obtained from the Building Inspections Department located across from Cullman City Hall at 201 Second Avenue NE. You can obtain permits between the hours of 7:30 a.m. and 3:30 p.m., Monday through Friday. You should submit your plans for review prior to the time you purchase your building permit.

  • Inspections are required after obtaining building, electrical, plumbing, gas or mechanical permits. There are other types of inspections which vary due to types of construction. Inspections may be obtained by calling the Building Inspection Department at (256) 775-7203. To expedite the process, it is recommended that you give the name of the contractor, the type of inspection, the permit number and the proper address.

After all inspections have been completed and finalized, a Certificate of Occupancy will be issued on all new buildings so that they may be occupied.
