Q: Do I need a license to operate a business in the City of Cullman?
A: Yes, all businesses are required to purchase an annual privilege/business license. Licenses are renewable on January 1st of each year. Forms and information can be found here.


Q: Can I serve or sell alcoholic beverages at my business in the City of Cullman?
A: Yes, providing you obtain an alcohol license. Applications must be turned in to the City Clerk's Office. Each application is reviewed by the ARC (Alcohol Review Committee) and then either approved or denied by the City Council.    


Q: How do I file and pay my City sales tax?
A: City sales and use tax is collected by the Cullman County Sales & Use Tax Department. The office can be reached at 256-775-1398 or by email. Sales tax may also be filed and paid online at the Cullman County Portal Page of the Alabama Department of Revenue site.


Q: How can my business be placed on a bid list for the City of Cullman?
A: Contact the City Clerk's office during regular office hours.  


Q: I am a local merchant and I need to purchase tobacco tax stamps. Where do I go?
A: Tobacco tax stamps can be purchased at the City Clerk's office during regular office hours. The City Clerk's office is located inside City Hall.

Q: Where do I pay my personal and real property taxes?
A: Property taxes in the City of Cullman are collected by the Cullman County Department of Revenue. You can pay at their office at the Cullman County Courthouse during regular office hours. Or you can pay online anytime.


Q: Where do I obtain or renew a driver license in the City of Cullman?
A: The Probate Judge's Office at the Cullman County Courthouse issues driver licenses and permits, including CDLs. Driver License Requirements and Information


Q: Where do I go to obtain a boat, hunting, or fishing license in the City of Cullman?

Q: Where do I obtain a marriage license in the City of Cullman?
A: Marriage licenses are issued at the Cullman County Courthouse by the Probate Judge's office.


Q: Where do I register to vote in the City of Cullman?
A: You may register to vote at the Cullman County Board of Registrars office, located inside the Cullman County Courthouse. A voter registration form may be downloaded to be submitted to the Board of Registrars or mailed to the Office of the Secretary of State. Voter registration forms may also be submitted to the Cullman County Health Department, Cullman County Department of Human Resources, or Cullman County Public Library.


Q: How do I obtain a copy of a birth, marriage, divorce, or death certificate?
A: Alabama birth, marriage, divorce, and death certificates are stored by the State of Alabama Center for Health Statistics. Copies of these vital records may be obtained for a fee at the Cullman County Health Department (or any Alabama county health department), or by mail. These records may also be ordered online. The Cullman County Health Department is located at 601 Logan Avenue SW and can be reached by phone at 256-734-1030. Also, the Cullman County Probate Judge's office keeps marriage license records and the Cullman County Circuit Clerk's Office keeps records of divorces granted by the Cullman County Circuit Court.


Q: Does the City of Cullman have a recycling program?
A: Yes. Recycle bins are available; limit one per household residence. Recycle bins are picked up weekly on the day of your normal trash pickup, and must be at the curb by 6:00 a.m. Contact the Sanitation Department for more information.  


Q: Do I need to purchase a license for my pet(s)?
A: Yes. Each owner of a dog or other animal subject to the licensing provisions of the City of Cullman pet ordinance shall be required to obtain a license tag. Contact the City Clerk's Office for more information.


Q: Do I need a permit to have a yard/garage/rummage sale in the City of Cullman?
A: Yes, a permit is required. The City of Cullman allows two (2) sales per year to be held at any residence within city limits. A yard sale permit must be purchased from the City Clerk's office prior to the sale. The permit fee is $5.00 per day. Download an application.   


Q: What can I do about a neighbor who has overgrown grass, junked cars, or other junk on their property?
A: To report a violation of the City of Cullman's nuisance ordinance, contact the Building Department at 256-775-7216 or 256-775-7203 during regular office hours with information on the location of the property and the type of violation being reported. 


Q: How do I report a pothole or a damaged sidewalk?
A: During regular office hours contact the Street Department at 256-775-7441. After hours or on weekends, contact Police Dispatch at 256-734-1434. Be sure to have the street name or other location information so that the damaged area can be quickly located and repaired.


Q: My water bill was extremely high this month. Why?
A: Contact the Water Department during regular office hours to request that someone come check your meter and try to determine the cause of your high water bill.   


Q: How do I report a problem with a storm drain or other drainage problems?

Q: How do I report a malfunctioning traffic signal?
A: During regular office hours, call the Traffic Maintenance Department at 256-739-8410 or send us an email. After hours or on weekends, call Police Dispatch at 256-734-1434. Please be sure to have the intersection street names or other location information so that the malfunctioning signal can be quickly located and repaired.

Municipal Government FAQs

Q: When does the City Council meet?
A: Unless otherwise announced, the City Council meets at 7:00 p.m. on the 2nd and 4th Monday nights of each month. Meetings are held in the Municipal Auditorium located inside Cullman City Hall at 204 2nd Avenue NE, Cullman, Alabama 35055.


Q: Can anyone attend a City Council meeting?
A: Yes. All City Council meetings are open to the public.   


Q: How can I address the Council, or have an items placed on a City Council agenda?
A: There is a time set aside during the City Council meetings for people present to address the City Council. If you have an items for the City Council to consider at the meeting, contact the City Clerk's office to be added to the agenda.


Q: How can I get a proclamation signed by the Mayor?
A: Contact the Mayor's Office at 256-775-7102 during regular office hours to arrange a proclamation signing.   


Q: How can I make an appointment to see the Mayor?

Q: Where I can view a City ordinance?
A: You may view Cullman's Code of Ordinances here. Or you may contact the City Clerk's office at 256-775-7102 or by email to request a copy of a particular ordinance.


Q: When are municipal elections held? What are the requirements to run for elected office in the City of Cullman?
A: Municipal elections are held in the City of Cullman and other Cullman County municipalities every four (4) years on the fourth Tuesday in August. The Mayor and City Council members of each Cullman County municipality, including the City of Cullman, serve four-year concurrent terms. Following the municipal election and runoff election (if one is necessary), elected officials take office on the first Monday in November following the election. Special Event FAQs

Q: How do I receive permission to hold a parade, protest, march, run/walk for charity, or other event using city streets and/or sidewalks?
A: In order to use city-owned or city-maintained property for any type of event, a Special Event Permit is needed. To request a permit, you must complete and submit a Special Event Permit Request Form to the City Clerk's Office at least thirty (30) days prior to the planned event. The form will be reviewed by the Mayor, Police Chief, Fire Chief, and Parks & Recreation Director. It will then be placed on the agenda  for the next regularly-scheduled City Council meeting for Council to either approve or deny. Once an event is approved, the permit must be signed for and picked up from the Mayor's Office.


Q: Can I get married at the Hubert Richter Memorial Chapel, across from Busy Bee?
A: Yes, but you must reserve the chapel by contacting the Mayor's Office during regular office hours and signing a required hold harmless agreement. The City of Cullman only schedules the use of the chapel. All other wedding arrangements are your responsibility. 


Q: Can I hold an event at a city park?
A: Yes, but all events at city-owned parks and recreational facilities must be scheduled through the Cullman City Parks & Recreation Department.
